The French side belongs to the European Union fully and applies property and capital gains taxes. The Dutch side has no annual property taxes or capital gains taxes when you sell your property.
Both sides require a Notary to handle the closing, contracts, agreements, escrow accounts, title searches etc. In other words, there is no need to hire a lawyer for the closing.
